Unlock your AT&T wireless phone or tablet – AT&T Support

Looks like AT&T will not unlock a device for international travel unless it's been paid off (i.e. no longer under contract). So I can't use the Note 3, which is under contract, while traveling.

I actually need 3 unlocked phones for an upcoming trip, so I guess I'll grab the Nexus 5, Nexus 4, and the Note 2.

Frustrating. I'm paying for service and I'm on contract, so what does it matter if the phone is unlocked or not, eh +AT&T?
